A Prime Minister needs that his cabinet and ministers are approved by Parliament. And when a Prime Minister starts to practice, as John Dalli puts it ‘the politics of apartheid’ then he is in trouble, which he brought unto himself.

A Prime Minister cannot appoint a cabinet in a capricious or even irresponsible, not to say SPITEFUL manner, if he expects parliament’s approval.

Currently the Maltese Prime Minister knows that he does not enjoy the confidence of the House for his cabinet which includes Austin Gatt.

I know it is very humiliating, but when will Lawrence Gonzi start to learn about democracy – even from Libya!

 Speaker’s Ruling

Speaker Michael Frendo is one of the best things that ever happened to Parliament. He has been doing his utmost to elevate parliament from the depths in which Tonio Borg has let it slide since it was in the government’s interest after all. Speaker Michael Frendo deserves the support of all for the great work he has been doing.

He encourage dthe parties to reach a compromise, but it seems Gonzi just wants to limp on.

In today’s ruling the Speaker applied the Standing Orders as he found them, as he has a duty to do, and as I complained in my speech, are archaic and reflect a parliament of twenty years ago. I have been speaking various times about the need to change them. It is not the Speaker who has to change them, but the Leader of the House should have taken initiative ten years ago.

I tried to take the initiative but they wouldnt listen!

A Parliament which is not sufficiently autonomous and which is held on a leash by the Government cannot be said to be supreme, and thus an essential aspect of our constitution is defective. This is the ROOT OF A LOT OF OUR PROBLEMS TODAY – a weak Parliament. The CMB and RCC votes were a revolution seeking to re-establish the supremacy of parliament over the government. It is a historic revolt.

But it also means that parliament is seriously hampered in its duty to scrutinise the government, one of its essential functions. It means, as I complained during my submissions that as things currently stand, the government can manage to postpone indefinitely from being discussed any embarrasing matter.

This is a grave attack on the supremacy of parliament, in  that government takes all, whereas Parliament should be above the government and scrutinising it, holding it to account where necessary.

It is not the Speaker’s ruling which is wrong. It is the Standing Orders which Tonio Borg as Leader of the HOuse has left in a very sad state for the past ten years. . . .

 You see, the next time you go to vote you are deciding :

1) who will govern the country, BUT ALSO

2)the composition of a Parliament that will hold that government to account in hte period before you would be called to vote again. So to speak Parliament holds the government to account on your behalf, in the interim, period between elections. This second aspect is not adeguately respected in the way parliament functions today and this has constituted one of my major campaigns for the past years.

    The subject discussed will be the Health service. I am sure that there will be plenty for you to say on the subject that will reflect the concerns shown by the people especially the way their tax money is being squandered eg in the case of the St Philip’s hospital contract.

    Dr Gonzi (and his consultants) have no idea what democracy is all about.

    MPs have the right and the duty to speak up – even if this means voicing (valid) issues which may ultimately compromise the Government. So how does Dr Gonzi’s Government react?:- He manipulates the media in order to distort facts in the hope to (1) ridicule those MPs of sound moral character who are doing their duty (2) retain voters. How democractic of Dr Gonzi!

    On a different note – P R O S I T Dr Debono for going about your concerns in a consistent, direct and transparent manner. Over the decades, there has been not one MP who in a similar scenario has gone about things as cleanly as you have.

    Franco, all you need to do is stop, think, and perhaps slightly understand that this is not the way things should be done.     Franco what you are saying makes a lot of sense but keep in mind that it was Parliament that voted the Libyan Prime Minister out of office. So far the Maltese Parliament did not have the privilege to do so.

        Thanks your comment Bulldog. On the St. Phillips issue what I do not understand is this:
        1. We had a functioning hospital in St. Lukes (warts and all) so,
        2. We built a new Hospital, Mater Dei, costing millions of euros which took a huge number of years that was badly planned from the word go, them.
        3. We again started to use part of St. Lukes’ as a convalescence hospital, also,
        4. We used part of st. Lukes to be given to Malta Enterprise which spent millions , as a temporary office now,
        5. We are paying 12 million Euros for an 8 year lease, to then buy it (as an option) after 8 years.

        All the above not mentioning the millions of Euros spent in the other huge muddle between The Boffa Hospital in Floriana, the transfer to Zammit Clapp and the now new Oncology Hospital at Mater Dei.

        Just some more food for thought and comment. No wonder our National Debt has skyrocketed!!!!

      Tatinda that is peanuts compared to Dr.Frank Portelli’s dilapidated hospital at a cost of €20million and the €3.2 million gift to extent a car park area. The car park company that paid only €23,000 some years ago for a lease of a land to be converted to a car park area on the outskirts of Valletta.

      Konrad Pule’ was the person who escaped the TM (Pieta) bomb some time ago and which unfortunately Major Ripard did not escape.

      I believe that this person is being used by Austin Gatt who has put him (Konrad Pule’) in the forefront of the battle. Of course, this Pule’ is too young to realise and understand the trouble he has been set in. I have spoken and sort of negotiated with this Pule’ and I find him that he knows nothing about the subject (transport), after all he is more trained as a magician and illusionist together with some accounts than anything else.
